Three Utah counties among top job creators

For an economic development specialist like Layton City's Ben Hart, nothing beats getting positive national press.

So he was understandably excited after CNNMoney.com ranked Davis County 18th in the country in job creation between 2000 and 2009. Its job-growth rate during that decade was 31.5 percent.

"To get any kind of national recognition is a positive thing," Hart said. "CNNMoney also has a good reputation for being able to do in-depth research and putting together models significant, in today's economy, to getting to the pulse of the matter."

Two other Utah counties did even better than Davis.

Cache County came in 10th, with a job-growth rate of 42.6 percent. Utah County was 11th, at 39.2 percent.

"That speaks volumes about Utah in general," Hart observed. "In these three counties, the leaders of government and private industry have really identified what it takes to keep an economy moving. It's a huge indicator we're doing things right in Utah."

In the CNNMoney review, top honors went to Lincoln County, S.D., which includes Sioux Falls, with a 67 percent increase in jobs over the decade. The financial industry is its strong suit.

Texas had the most representation on the list of 25 counties, "Where the Jobs Are." Utah and Arkansas did next best with three each, while Colorado, Tennessee and Virginia had two. New Mexico and Arizona were among nine states with one.

Utah County revolves around Brigham Young University, the country's largest private university, and a young population heavily involved in the sports industry that thrives around the Provo institution, CNNMoney said.

A persistent baby boom has created thousands of job possibilities at three large school districts (Alpine, Nebo and Provo) as well as Utah Valley University. The high-tech industry also is a big part of the county's collection of 10,575 businesses, the website added.

Cache County may be far from the bright lights of Salt Lake City, but that hasn't prevented development of a diverse economy with large blocs of people holding jobs in education, manufacturing, medical services and high-tech research.

"With a young population and access to some of the most beautiful scenery in the country in protected areas like the Cache National Forest, local government and public school jobs also are thriving," CNNMoney said.

Hart's Davis County economy flourishes around Hill Air Force Base's 20,000 jobs, and the surrounding aerospace industry, which includes big-time hirers such as Northrop Grumman.

Composite materials also are used extensively by sports-oriented businesses clustered around Ogden and northern Davis County.

Recognition such as this, Hart said, "means things are still moving along. Everyone admits things are still slow and not moving as fast as people want it to. But in Davis County, we're ahead of the curve in making a comeback. Government is facilitating business development and private leaders continue to put their money in and take a chance on the economy."
